The water committee has installed this very special lock to protect it from young children and passers-by. For the adidy (membership-fee), they collect 300 ariary or 500 ariary per household. Some people are too poor so they cannot pay. Unfortunately, they often use the water from the open well instead, which is their old water source and is adjacent to the pump. This is not because the committee members tell them that they cannot use the pump, but sometimes people are ashamed that they have not taken their responsibility. Having access to the water pump is a deeply social process. And even though the pumps are open to most users, in cases of extreme poverty, shame can be a deeply rooted and isolating mechanism of life.
